I'll betcha didn't know this! I'll betcha you thought (like I did) that our people in Congress weren't reading the huge bills that have hundreds or thousands of pages, myriad cross-references to existing laws, and numerous subjects, not to mention many amendments and riders.... No way anyone could read and understand those labyrinthine monstrosities -- particularly in the relatively short time they are "debated" (and I use that term very generously and very sarcastically, by the way) in Congress.
Betcha thought all that. I did.
Betcha didn't know that 94% of all bills are passed in the Senate by "unanimous consent" without any debate, without anyone reading the bills, without any business case or "CBO scoring" -- hell, without any credible oversight whatsoever.
Betcha didn't know that! I didn't! It's so much worse than any of us ever suspected!
