Agenda 21 |
The term "Sustainable Development" was first introduced in 1987 from a UN report concerning environment and development. It was adopted as official UN policy in 1992. The author of this report was Gro Harlem Brundtland, VP of the World Socialist Party.

Totalitarian Program ‘Agenda 21′ Now in Effect!
"Effective execution of Agenda 21 will require a profound reorientation of all human society, unlike anything the world has ever experienced a major shift in the priorities of both governments and individuals and an unprecedented redeployment of human and financial resources. This shift will demand that a concern for the environmental consequences of every human action be integrated into individual and collective decision-making at every level." - George H. Bush
Agenda 21 isn’t coming. It is here. Most people don’t know about it. They’ve never heard of it, but it is creeping in the back door right now. So, look behind you. It may already be in your backyard.
What is Agenda 21? It is a United Nation’s program presented and approved in Rio in 1992. At that time American conservatives laughed it off. “This is too crazy,” they said. “Impossible. It will never happen. Not here!” Well, it is happening. It is happening here and it is happening now. Agenda 21 is a totalitarian comprehensive environmental program that, when fully implemented, will direct where you live, how much water you can use, and how and where you can travel.
Agenda 21 is being marketed as a worldwide effort to ensure that all human beings will have access to adequate housing, health care, water and food. Of course this will require a massive redistribution of wealth from prosperous countries to poorer countries. Predictably, capitalistic countries, like the United States, will suffer lower standards of living.
It’s noteworthy that Presidents George H. Bush, Bill Clinton, and Barack Obama, through Executive Orders, have signed onto Agenda 21. Hundreds more governors, mayors, and county commissioners have also signed on.
Agenda 21 and related programs will eliminate many things we hold dear. These have been declared “unsustainable” and will be abolished. Here are some of them:
1. All private property rights (property ownership)
2. All forms of irrigation, pesticides & commercial fertilizer
3. Livestock production and most meat consumption
4. Privately owned vehicles and personal travel
5. Use of fossil fuels for power generation or mechanized travel
6. Single family homes
7. Most forms of mineral extraction and timber harvesting
8. Human population must be reduced to fewer than 1 billion people
It’s not coming from Washington D.C. or state legislatures for the most part. It is seeping in through local city and county governments. Agenda 21 brings with it stealthy code words, comforting words such as “smart growth", “social justice", “bio-diversity", and “sustained development". You will hear them often. Translated, these terms effectively mean total environmental dictatorship and the elevation of the pagan practice of the worship of Mother Earth. Not a joke.
179 countries, including the United States, initially signed on to the Agenda in 1992. Many more have joined since then. It is already in progress in 600 U.S. cities. You can check the list of committed countries and cities at: here. You can also read the specific programs being implemented.
Agenda 21 is designed to control every aspect of human life on every square inch of planet earth. As a biblical worldview dims in the world, man falls to the bottom of the food chain.
If Agenda 21 succeeds, animals will become more important than man as will plants and trees. We can already see ample evidence of this process in motion today. Agenda 21’s real message is: “Man is the problem. Nature must be preserved and take precedence. Mother Earth must not be scratched.“
Agenda 21 is just another attempt by man to recreate heaven on earth. David Chilton, in his insightful book Paradise Restored, presents an important historical dynamic. Chilton submits that man, ever since he was expelled from Eden, has tried to get back in. Each time he tries, he creates another hell on earth. Agenda 21 will be no different.
Many socialistic, communistic, and liberal organizations and international leaders are behind Agenda 21 and its related programs. It will take dedication of time and effort on our part to truly understand all the implications of this pervasive program. The investment of time will be worth it.
I encourage you, no, beg you, to learn of this Agenda. Take the time. Think of the world your children will inherit if we don’t stop it and similar assaults on our freedoms. Do not make the mistake of writing this off as some conspiracy theory. It may or may not be a conspiracy, but it is not a theory. It’s here. Look behind you.

Agenda 21

A program for every facet of human existence.
Sustainable Development can be traced back to United Nations policy document called Agenda 21 which was adopted at the U.N.’s Earth Summit in Rio de Janeiro in 1992. Sustainable Development calls for changing the very infrastructure of the nation, away from private ownership and control of property to nothing short of central planning of the entire economy. In short, it’s all about wealth redistribution, all in the name of protecting the planet.
We have all heard the key terms it hides under: Cap & Trade, Global Warming, Population Control, gun control, Open Borders and illegal immigration, higher taxes, higher gas prices, refusal to drill American oil, education restructuring, International ID’s, natural health supplement control, food control, farming “reform”, control of private property, Social Justice, land use policy, environmental protection, development diversity, open/green space, critical thinking, and Sustainable Development. These are not random topics but a complete agenda of control that is part of the Sustainable Development/Agenda 21 blueprint.
Rather than good management of resources, Sustainable Development has come to mean denied use and resources locked away from human hands. In short, it has become a code word for an entire combined economic and social government agenda.
It is now the official policy of the United States, put in force by literally every department of the federal and state governments and nearly every city, town and county in the nation.
According to the Sustainablist doctrine, it is a social injustice for some to have prosperity if others do not. Social Justice is a major premise of Sustainable Development. Another word for social justice is Socialism. Karl Marx was the first to coin the phrase “social justice”!
In order to give themselves an advantage over competition, some large corporations now find a great advantage in dealing directly with government, actively lobbying for legislation that will inundate smaller companies with regulations that they cannot possibly comply with or even keep up with.
Under Sustainable Development, the environment always comes first; there must be great restrictions over private property ownership and control. This is necessary, Sustainablists say, because humans only defile nature. We must all sacrifice for the sake of the environment. The UN’s Commission on Global Governance said in its 1995 report: “Human activity…combined with unprecedented increases in human numbers…are impinging on the planet’s basic life support system. Action must be taken now to control the human activities that produce these risks.”
Under Sustainable Development there can be no limited government as advocated by our Founding Fathers, because, we are told, the real or perceived environmental crisis is too great. (So it is clear why the Far Left is so threatened by the Tea Party).
HOW IS THEIR GOAL OF TOTAL GOVERNMENT CONTROL BEING ACCOMPLISHED THROUGHOUT OUR LOCAL COMMUNITIES?
The answer is ICLEI, a non-profit, private foundation, dedicated to helping your local mayor implement all of his promises. Originally known as the International Council for Local Environmental Initiative (ICLEI), today the group simply calls itself “ICLEI – Local Governments for Sustainability”.
There are 544 American cities in which ICLEI is being paid with tax dollars from city councils to implement and enforce Sustainable Development. Climate change, of course, is the ICLEI mantra.
THE FOUR PART PROCESS LEADING TO SUSTAINABLE DEVELOPMENT
In the rural areas it’s called the Wildlands Project. In the cities it’s called "smart growth" and "sustainable development". In business it’s called Public/Private Partnerships. And in government it’s called stakeholder councils and non-elected boards and regional government.
Part I - The Wildlands Project calls for the “re-wilding” of 50% of all the land in every state. Think National Parks that allow no human activity, then they establish an ever increasing buffer zone around the reserve where only limited human activity is allowed. For example, federal lands where drilling and mining for our natural resources are not allowed. Reintroducing bear and wolves to our wildlands. (Think increased recent bear attacks on humans!)
There are at least 31 Wildlands projects underway, locking away more than 40 percent of the nation’s land. One project called Yukon to Yellowstone (Y2Y) – creates a 2,000 mile no-man’s land corridor from the Arctic to Yellowstone.
Part II - Smart Growth - After they herd you into the city, they have more plans for you in regimented and dense urban communities. Think of the disdainful term Urban Sprawl which they denounce and which is in reality the natural outward growth of our cities. Cities are now passing “green regulations” forcing homeowners to meet strict guidelines for making their homes environmentally compliant. The Cap & Trade bill contains a whole section on such restrictions for the nation.
Part III – Stake Holder Councils, mostly non-governmental organizations (or "NGOs") that are unelected but all powerful. They are controlled by a small minority in the community and will make you ask permission for anything necessary to live in the community. They destroy business by dictating the number of outlets a business may have in a community no matter what the population demands. For example, in San Francisco there can only be seven McDonalds!
Part IV – Public/Private Partnerships (PPP’s) Many PPP’s are nothing more than government-sanctioned monopolies in which a few businesses are granted special favors like tax breaks, the power of eminent domain, non-compete clauses and specific guarantees for return on their investments. They can charge what they want and they can use the power of government to put competition out of business. That is not free enterprise. It is these global corporations that are pushing the green agenda. All of this is driven by the Agenda 21 blueprint of Sustainable Development.

Agenda 21
A plan to subjugate nations from the bottom up.
It sounds like a crazy conspiracy theory, but it is not. It's real. It's well underway. It's totally out in the open. It's not only well publicized, it is supported at the highest levels of a number of countries, including the United States. This is pure poison wrapped up very pretty pictures, language, and grant programs.
There is a major movement underway to create a New World Order ― One World Government. And the United Nations would dearly love to be the seat of that power. A large number of county and city governments have already signed on to Agenda 21. They have signed a deal with the devil. For a few filthy dollars in grants dangled before them, these politicians have signed away not only their own souls, but the souls of all those over whom they govern.
This page will allow you to begin to research and understand United Nations Agenda 21. We will provide links through which you can review the documents and you can view the official sites of governments which have surrendered their sovereignty to the U.N. by signing the required new ICLEI charter.
Please. Do not take our word for it. Do your own research! You can begin here with these links. It will be easy for you to follow the trail from there on your own. You must learn about this plan, and you must be alert that our local governments do not begin adopting this Agenda. The language is enticing. The agenda fits very nicely with the "Green" "Ecological" agenda, but its not really about those things at all.

According to the United Nations:Agenda 21 is a comprehensive plan of action to be taken globally, nationally and locally by organizations of the United Nations System, Governments, and Major Groups in every area in which the human impacts on the environment.
Agenda 21, the Rio Declaration on Environment and Development, and the Statement of principles for the Sustainable Management of Forests were adopted by more than 178 Governments at the United Nations Conference on Environment and Development (UNCED) held in Rio de Janerio, Brazil, 3 to 14 June 1992. The Commission on Sustainable Development (CSD) was created in December 1992 to ensure effective follow-up of UNCED, to monitor and report on implementation of the agreements at the local, national, regional and international levels. It was agreed that a five year review of Earth Summit progress would be made in 1997 by the United Nations General Assembly meeting in special session. The full implementation of Agenda 21, the Programme for Further Implementation of Agenda 21 and the Commitments to the Rio principles, were strongly reaffirmed at the World Summit on Sustainable Development (WSSD) held in Johannesburg, South Africa from 26 August 2002 to 4 September 2002.

A Perspective from the American Thinker![]() Click here to read article.
Most Americans are unaware that one of the
greatest threats to their freedom may be a United Nations program known as Agenda 21. The United Nations Department of Economic and Social Affairs, Division for Sustainable Development created Agenda 21 as a sustainability agenda which is arguably an amalgamation of socialism and extreme environmentalism brushed with anti-American, anti-capitalist overtones. Have you wondered where these terms "sustainability" and "smart growth" and "high density urban mixed-use development" came from? Doesn't it seem like about 10 years ago you'd never heard of them and now everything seems to include these concepts? Is that just a coincidence? That every town and county and state and nation in the world would be changing their land use/planning codes and government policies to align themselves with... what?

Right now, in your town and neighborhood, policies are being implemented that will ultimately eliminate your freedoms and destroy your way of life. You need to know what's going on to stop this process.
Many town officials are selling us out to global regional development with help from the International Council for Local Environmental Initiatives (ICLEI): Local Governments for Sustainability. ICLEI is used as one of the mechanisms to undo the political recognition of unalienable rights.

ICLEI - Local Governments for Sustainability is an association of over 1220 local government Members who are committed to sustainable development. Our Members come from 70
different countries and represent more than 569,885,000 people. ICLEI is an international association of local governments as well as national and regional local government organizations who have made a commitment to sustainable development. ICLEI provides technical consulting, training, and information services to build capacity, share knowledge, and support local government in the implementation of sustainable development at the local level. Our basic premise is that locally designed initiatives can provide an effective and cost-efficient way to achieve local, national, and global sustainability objectives.
These NC cities and counties have signed the I.C.L.E.I Charter and are dues-paying members of that Non-Government Organization (NGO) council:

The 10th Amendment Foundation on Agenda 21
Under Article 1 Sec 10 of the US Constitution, States are prohibited from implementing foreign political initiatives and engaging in Treaties, Alliances or Confederations.
Specifically we are talking about support and implementation of the United Nations Agenda 21- Sustainable Development under direction of an NGO called ICLEI (International Council on Local Environmental Initiatives, now also known as ICLEI-Local Governments for Sustainability) which clearly appears to violate constitutionally imposed limitations upon your legal authority. • As a member of ICLEI, the ICLEI Charter is explicitly accepted. (Charter 2.5) Local government is authorized to operate under the Constitution of its U.S. State, not the Charter of a UN accredited NGO. • Under the ICLEI Charter & By-Laws: Charter 1.6 Representation Mandate: "ICLEI shall serve as an international representative for its members and campaign participants by providing advocacy before national and international governments ..." • Charter 1.7 Adopt the Earth Charter Principles: The Earth Charter (authored by Mikhail Gorbachev, Maurice Strong and Steven Rockefeller) violates American principles including sovereignty and protection of unalienable rights. |

Local governments -- primarily targeted at towns, cities, and counties -- must sign the I.C.L.E.I Charter to become Members.
"Local government members are forming the constituency of ICLEI. Full members are cities, towns, metropolitan governments, counties and their associations that are committed to sustainable development and join ICLEI in a formal process, normally decided by the local councils. Full Members of the Council have power to elect the ICLEI Executive Committee, revise the ICLEI Charter and establish policy direction for the organisation. The ICLEI Council is the general assembly made up of ICLEI Members that are considered "Full Members." The Council meets every three years on the occasion to discuss and decide on ICLEI's strategic plans." Once a local government has signed the charter and becomes a Member of I.C.L.E.I., that locality becomes governed by the I.C.L.E.I. Its zoning laws, ordinances, city/county development plans, water management, and environmental laws and policies must comply with the I.C.L.E.I. policies, charter, and published strategy. I.C.L.E.I. Strategy for 2010 - 2015
A comparison of Local Agenda 21 implementation in North American, European and Indian cities. Suggested letter to fight local adoption of I.C.L.E.I. Charter and implementation of Agenda 21. Most local governments -- counties and municipalities -- have NOT dealt directly with I.C.L.E.I. However, they do deal with federal and state regulations & programs which have incorporated the policies and strategies. Many local governments have accepted federal and state grants which come with strings that require adherence to those policies and programs.

Many times local elected officials, staff personnel, and governance boards and commissions may not even realize where the policies they have adopted from these programs actually originated.
Most major "professional consultants" which are hired by local governments to help them with "comprehensive plans", "land use plans", "smart growth plans", "bicycle/pedestrian transportation plans", and the like use "templates", "toolkits", "best practices", "reference books", etc. that have been published by Non-Government Organizations (NGOs) -- advocacy groups -- funded by grants. These simply take the Agenda 21 policies and strategies and put them into an intermediate "template" around which a "tailored" local document can be structured. Most folks never realize where the chain of documents and funding lead.
So, your local officials have invested a great deal of their time, budget, and lives into producing their local documents and proposals. They have accepted ownership of these policies and strategies, often without understanding the "big picture" involved. This makes opposing the overall vision much more difficult.

Southern Pines is in jeopardy.
As far as I can determine, Southern Pines has not signed onto the I.C.L.E.I. charter or accepted any I.C.L.E.I. grants. However, the Southern Pines Comprehensive Long Range Plan and the huge "Bicycle Transportation Plan" are chock full of Agenda 21 language and concepts. Southern Pines appears committed not only to spending huge sums of local tax money on these goals, but is also intent on seeking Federal Grants and grants from Progressive special interest groups to push this onto the community.
These goals and concepts: (1) erode Private Propery rights and Individual Liberties; (2) expand government control over land use, water rights, and lifestyles; and (3) require ever-increasing tax burdens to support little-used town "services" & "public areas". A recipe for bigger government and the progressive agenda.
Take a look at these Southern Pines plans:
